Of course they are: they are doing right things for the wrong reason. But you are guilty. Every time you can do something against the Trojka and you don't do it, every time you let their austerity making people more desperate, you are guilty. Every time you refuse to act, you let desperate people to rely more on such groups. If you don't act, you are guilty.
